Mini tummy tuck can be performed under general or local anesthesia:

Excess skin and stubborn fat are trimmed, the remaining skin is redraped smoothly downward, and the incision is closed in layers with meticulous, tension-minimizing technique. The belly button is not typically altered or repositioned.
